Quarterbacks under FU

What does it mean that under Fu's control, there has been only 1 reasonably good QB (BB is TBD). There has been a struggle to fill that position which leads me to ask....Why? Is the Offense that complicated? Are we recruiting the wrong players? Teaching the QB position is terrible?
